Not paying attention to the passage of time, and thus relatively unconcerned with, or unable to cope with, deadlines, appointments, etc.
Time-blind societies are more relaxed and have a more casual attitude towards punctuality than their “time-bound” peers. Hence what would be considered late in one society is not necessarily so in another.
