From rem (a shortening of remark, used as a comment-marking keyword in some programming languages) + out.
Meanings

(dated, transitive) To temporarily disable (a portion of source code) by converting it into a comment.
When Windows 98 is installed, it will "REM out" the MSCDEX statement, if there is one, since Windows has its own driver and doesn't need this one.
