From r-slur + -ed. Came into common use on Reddit beginning around 2019 in response to increasing censorship of the words retard and retarded.
Meanings

(Internet, euphemistic, offensive) Retarded; extremely stupid or deranged.
That's probably still semantically wrong but at least it's not an entirely r-slurred argument.
