1. Pertaining to a political or legal system or mindset in which sovereign state power is no longer the highest or primary power.
   • The European Union in its present form remains predominantly, despite some supranational features, an intergovernmental organization. In other words, there remains a substantial difference between the project of European political integration and the current product of integration. The postsovereign polity—especially that form of it envisaged by proponents of agonistic democracy—would represent a radical step beyond the intergovemmentalism present in the con-temporary EU. Such a step requires a strong justification.
