(not-comparable) Between islands.
Travel in Vanuatu has always had a significant element of danger. Most inter-island transport before World War II was by boat. Many of those vessels were only able to be registered in countries which had very lax shipping rules. Woodburn writes of the dramatic sinking of the inter-island vessel, Makambo, at her moorings in Vila harbour while being re-coaled.
