Uncertain. Attested from the 20th century, originally in African-American English. Likely from hootchy-kootchy, an erotic dance of unknown origin. Compare coochie.

(derogatory, slang) A woman who dresses scantily or in a revealing fashion.
Appearance-wise, the “low-budget” chickenhead and the “straight-up hoochie” chickenhead go from one extreme to the other. The hoochie “tries too much” and the “low-budget” female doesn’t “try hard enough.”
