A usually unofficial, symbolic hearing held to highlight viewpoints excluded or underrepresented at another (usually the official) hearing.
On March 19, the day the bill was heard by the JHCC, the PWA Coalition, led by Sullivan, organized a "counter-hearing" outside the chamber, since oral testimony in the hearing was prohibited.
