To achieve a balance, usually by increasing something, e.g., revenue.
By raising taxes, we can balance up until the deficit is gone, instead of decreasing tax rates and therefore revenue, which would be balancing down.
We have to provide a certain amount every month, so if the price of one option increases we will balance up by buying from other sources.

To calculate a balance (a total).
In December, we balance down by adding up the payments for the entire year, so we can report the balance to the government.
